Chance of the shooter being a lone wolf: 25%
Chance of the shooter being in a conspiracy: 75%
Now, if the shooter dies soon (a la Lee Harvey Oswald) I’ll bump that conspiracy number up to 95%.

I think your guess is a good start. But the 25% is reduced even more when you include what is not talked about very much in these cases. Why is he a nut in the first place? This is actually part of the brainwashing conspiracy it’s self. The environment for these things is already set up.
The brainwashing and programming to be a radical extremist nut started as a child in socialist educational systems. Then add the influential brainwashing propaganda of society, culture, media, and irrational socialist cults.
Add it up and you have a mental bomb ready to explode. Then steps in the power that be to use this and take advantage of it to their own interests. All it takes is a nudge in the right direction and he will go off and they know this.
They know exactly how to use what has already been created for them by all the prerequisite factors and blame it on those other factors. The deceptive conspiracy work of programming this guy was already done many years before he was used.
The point is, even if he was a lonewolf nut he was programmed to be a radical extremist nut by external influences specifically deigned to to do this.
