I have a person in my family that does this as well.
They tell a story so many times that they believe it is true.
Whenever this person starts to tell a story everyone knows is fake, people just walk away...................

I have known some old people who were natural storytellers. And for the most part, it didn't matter whether the stories were all true, partly true, or all fabricated.
A good story is a treasure.
Of course, there's a problem when a storyteller becomes president...then it becomes important to separate fact from fiction.
All that said, Joe never was a storyteller. He's just a self-centered liar.
