There are two issues there, congressional and executive authority to send aid to Ukraine. Both have independent authority, Congress through appropriations and Biden through legislated drawdown and replacement of inventory sent to Ukraine.
Congress has the authority over its appropriations. Over eight months, drawdown and replacement will increase over time.
Not that this has anything to do with this thread.

There is nothing inconsistent here.
Russia is increasing its military infrastructure but this hasn’t yet given a sufficient edge to bring them victory.
Europe is also investing in its military infrastructure BTW. It’s going to end up as an arms race.
