1. COVID outbreak begins.

2. Elderly residents of assisted living facilities move out due to their fears of infection.

3. Owners/operators of these facilities start losing a ton of money.

4. They beg the state governments for help.

5. State governments oblige by telling people it’s safe to go back to these facilities, and they institute legal protections for the facilities to protect them from lawsuits.

6. Elderly residents move back. They contract COVID. They die.
