Not exactly. The problem came when nursing home patients who had been hospitalized for treatment needed recuperation time which the hospitals could not give, being overwhelmed. Normally a person needing prolonged recovery from hospital treatment will be sent to a nursing home anyway, so NY said just send them back where they came from. The NH’s didn’t want to take them, knowing the risks full well, but government gave them no choice. If the patient had another place to go they would have gone there instead, but most NH residents have no options. IN NYC case, there was a hospital ship and a whole facility erected on park grounds that Trump provided but Cuomo didn’t want Trump to get credit for anything, so he refused to use those resources.
