N9t "cultural" replacement. POLITICAL replacement, as in the importing of those who would demand money and support from the STATE. The welfare state requires the lower classes to 1) be loyal to it, and 2) fund it until they can't and then require the STATE to support them too.

The aim is to make a modern version of feudalism, with an overlord class and its obedient underlings.
