No, I think what we have here is a latter-day problem with US, and generally Western culture. This is yet another old derivative of 19th-century Romanticism, for instance the theme of the favorite literary form, the “bildungsroman”.

Yes, one should be able to quote good literature. It is part of our cultural legacy - legacy is a huge thing in the conservative world view. Note also I quote English lit to you, in which you should have a solid grounding.

My mother made me read “A Connecticut Yankee”, “The Red Badge of Courage” and, at 12, “War and Peace” (in English translation). Along with very much else. And we were a Spanish family in Asia.
I read my kids the Iliad and the Odyssey. And most of Terry Pratchett. And Heinlein. And “Dune”. And very much else. They all became great readers and excelled in school - summa cum laude, etc. One of my boys was just quoting to me out of Runciman on the Crusades. He can read Greek btw, and my daughter Latin. Between them all they have an old-fashioned liberal education, in spite of being techies.
Why isn’t everyone doing this? The reason for this neglect is the attitude you express. It is a poor, counterproductive, disastrous attitude. You have given up long ago and you resent those that haven’t.
The assumption of the necessity of education, and self-education, is an old European AND American idea. Andrew Carnegie (born a Scot) was pushing this, hard, long before a certain Austrian, not well known as a great reader, was a thought in his fathers head.
