I assume that Hamas knew that Israel would cut off water, electric, etc. and stockpiled water and fuel for generators sufficient to maintain operations for at least a few weeks. Of course, they could not have stockpiled enough for the rest of the population but they don’t give a damn. In fact, they’re planning on pictures of starving children for full propaganda effect.

If Israel nuked the Gaza would the rest of the Arabs silently approve?

Well Egypt shut it border with Gaza. They don't want the refugees, which means they have no place else to go but the sea. When Russia attacked Ukraine, Europe and the Anglo speaking West took in refugees so they could leave a war zone. The Arabs are doing nothing for them. Merkel and the EU neoliberals will want to bring them to Europe now because the Arabs won't help their own.
