Allied research after the war concluded that if Germany had committed all the financial and industrial resources they’d expended on the V1 & V2 rocket programs (which did little to promote German chances of victory) toward conventional aircraft, they could have built an additional 25,000 fighter airplanes.
Which doesn’t paint to rosy a picture for Putin’s hypersonic missiles either.
That many aircraft wouldn’t of made any difference. Germany didn’t have the fuel or the pilots to operate them.
The best way to save money on military hardware is to not use it. Better still and even more money saved by not making it at all.
Yes let all those other guys waste perfectly good money that could go to feed the homeless, supply needles, free drugs, and massive amounts of free stuff for illegal aliens.

Are just the standard 9K720 Iskander ballistic missile with a different motor. Even China has a better prototype. They cannot glide nor maneuver. Their tail fins are mostly useless.

Putin did a little better. He never built any wonder weapons. He just lied and said that he has them and there were plenty of people eagerly repeating his lies and urging deference to Russia based on these lies.

Can’t keep the lie up if you actually have to use the weapon though.
The main problem is the Soviet-style rigid command structure, which works when you have multiple waves of large numbers of troops and vehicles, which Putin doesn't have given the areas being fought over. If the Ukrainians break through with a large enough mobile force, they can't react fast enough. The other problem of course is massive corruption: much of Russia's military supplies exist only on paper.
