Joe is a vegetable. Every appearance and utterance he makes is completely scripted.
so why do his handlers still allow such behavior, which obviously has negative PR consequences? If they can’t control this habit in him (which is likely), then why do they still put children in front of him?
Not sure he’s sniffing, but he certainly isn’t acting like a normal person. People don’t usually rest their faces on children’s backs. That could be very scary to a child, especially when done by a stranger.
Children are just another stage prop for them.
It’s up to the “prop men\women (in some circles known as parents!)” to control the reaction!
It is so outrageous that it has to be staged.
