Here is a video with a local police spokesperson describing the sequence of events. He seems to be carefully picking his words, and does not explain why after the initial gun battle the police that were present waited for the Border Patrol SWAT team to show up and stop the shooter.

I would think that the armed officers on the scene would do more than stand around and wait as they heard gunshots from inside the school.

I don't know more than I have posted. I just saw the statements published by the BBC, which is normally a fairly accurate media organization, and watched the tape of the interview with the local police department spokesperson.

The timing and sequence of what happened will get figured out at some point, but it appears that the officers on the scene stopped going after the shooter after their first exchange of gunfire. Watch the video of their spokesman, it sure seems like that is what happened from his statements.

Assuming that CNN is reporting what the police representative actually said, which is not guaranteed:

Texas Department of Public Safety Sgt. Erick Estrada told CNN's Anderson Cooper Tuesday there were two incidents involving the suspected gunman prior to the shooting at Robb Elementary School in Uvalde, Texas.

The first was the gunman shooting his grandmother, resulting in her being airlifted to a hospital, Estrada said.

The second incident was the suspect crashing a vehicle near the elementary school.

“The suspect did crash near a ditch nearby the school," Estrada said. "That’s where he exited his vehicle with what I believe was a rifle and that’s when he attempted to enter the school where he was engaged by law enforcement. Unfortunately, he was able to enter the premises and then from there that’s when he entered several classrooms and started shooting his firearm.”

The story keeps shifting. The officer in this video says that the shooter gained entry into the building before the local police officers engaged in gunfire with him. They did not continue their assault on the building, but waited outside for more police to arrive.

It will probably take some time for the true story to emerge, but at this point it looks like we will have another situation where the strategy of police waiting for the SWAT team gets a bunch of kids killed.
