This article reminds me of the trash reasons Hitler gave for invading the Sudetenland, and then later for invading Poland. Germany just had to go into both areas! Folks in the Sudetenland were mean to the German minority. And the Poles were plotting to invade Germany.
Maybe the author of this article got his ideas from watching old German propaganda films.

Why would one of the poorest and most corrupt nations on Earth have so many such labs operating?

Apart from your errors about poverty and corruption, biological labs are common everywhere. Just about every university in the world has one. Most cities in the USA have more than one.
Making sure some ignorant soldier doesn't open the fridges and spill the vials was a good idea. It is too bad somebody didn't tell the Russians who dug trenches into contaminated soil in Chernobyl that they should not do what they did. It might have saved some of them from illness in the future.
Bio labs and bioweapons labs are not the same. Why would anyone need, or want, THIRTY labs producing dangerous bioweapons in one country. The odds of a catastrophic accident get multiplied many times that way. Really defies simple logic.
