If anything the police did exactly what they're supposed to do. Coogler may not have committed a crime but slipping a note to a teller asking for a big withdrawal is asking for trouble. It was his money! His request wasn't beyond the scope of any bank. Requesting, a large amount of cash to be counted with care is not weird.
