This looks like the set-up for something specific. The Ukrainian armed forces had a successful counter-offensive somewhere in this area over the last two days and actually killed a Russian major general.
Rumor is that the counter-offensive was so successful it actually over-ran the Russian HQ unit and penetrated all the way to the Russian border.
This is the kind of thing I can see the Russian SVR under Naryshkin doing. Use chemical weapons against those Ukrainian units that killed the Russian commander, and play it as a false flag blaming the Ukrainians.
