What we need to do is put a microchip in every human so that this can be an early pathogen warning system. Every chip should transmit to a local health department which would then transmit this information to a central government notification/health enforcement center.

If the person with the suspected pathogen doesn't comply with any mandatory government requirement - for one's own safety, and the safety of grandma, of course - the chip should individually lock that person down hard and prevent that person from buying or selling anything or moving anywhere outside of their home.
