The “when” is back when Bernie looked to be gaining the nomination. Biden was the designated hitter to take his place in the lineup. The Democratic power brokers saw that he was just what they wanted to be the anti-Trump guy and eventually sign all the bills and EO’s they were going to push through.
His basic nothingness was exactly the competence level they needed.
From the moment he took the lie of office in front of a controlled crowd of 20 people, Biden has never been seen as effective or competent.
