Hate to say it, but I got no problem if he married her and had children and she is happy. The reality is 17 is old enough in virtually every state. 17 year olds have lots of sex. And in virtually every corner of the world 17 year olds are called mom. Only in this prudish state are they children. In all human history, she would be a mom going back 200,000 years at her age.
If she complained. If he forced himself on her, things would be different. But its two people getting married. Not my cup of tea. But why should we care if they are both living happily ever after.
