Joe’s “mandate”, at this point, is a mere suggestion.

And a lot of big companies are hearing that suggestion and saying, “Consider it done”.

So the “mandate” does not exist, and does not need to exist — it’s still getting the job done just the way The State wants it.

Absolutely right, it was mentioned in an email from our HR department, I asked for confirmation that it actually existed and was told it didn't matter, this is company policy now.
