I agree. Except for slurring his speech and the mind-numbing repetition of his spiel, he did surprisingly well. He completely sold us out. I expect CNN will herald it as a triumph.
I'm not sure he's demented anymore. It could have been a stroke last summer and now he's regaining his faculties. It's an evil portent when such a mean son-of-bitch regains capacity to do what he intends.

There are 50 years of recording of the Chomo in Chief and he doesn’t speak like this in any of them.

You can tell he spent days rehearsing; that’s probably what he was up to during his frequent “vacations” to his beach mansion.
