As one who at one time had to attend ‘ethics’ classes for my profession. I learned very quickly, everyone has ethics. Some have good ethics, some have bad ethics. I can pretty much guarantee, no ‘ethics’ class is going to change one to the other. Mostly these classes teach you how to avoid getting caught in an ethics trap. Usually set by the government.

Neither the FDA nor the NIH test drugs for approval that are developed by private corporations: the drug developers themselves design, fund, operate, and collate the trial data for presentation to the FDA when the drug developers are ready to seek approval ... NIH has zero to do with approving new drugs ...
