High ranking source in IC told me IC officials know Biden is cognitively disabled, they argued with him to not give the order, he became combative and did it anyway.
They’re concerned for global stability.

I have refrained from bashing Joe Biden personally--because I have assumed that he was not really the one making the decisions. I have assumed that he was just a sock puppet for what I call The Evil Cabal because he is clearly senile.
However, the events of the past 3 weeks and leaks like this one have forced me to consider the possibility that he is being allowed to make decisions and that his handlers just prop him up.
I am not sure which explanation disturbs me more.
