Cultures only change over centuries, and according to their underlying history, religious and belief systems. American central-planners, blinded by military power, technology and especially massive debt and printed money, believed they could achieve any change in human behavior. This is also classic Marxist thinking.
I believe we are seeing the apogee of Progressive social-engineering in the United States. It will first fail overseas, and then domestically. Failure domestically will take longer, and cause massive pain and dislocation.

The article is a PERFECT EXAMPLE of the need to keep women away from positions of power. About the only exception that I would agree to is if the woman is a Republican (RINO, most likely, because we are talking about...well, women) and the alternative is a Democrat.
If we were REALLY trying to win over ‘hearts and minds’, it probably would have been a bit helpful to consider the ‘hearts of minds’ of the men there, since they had OPTIONS (like joining the Taliban to put a stop to this crap).
What a travesty.
In the 60s before the ouster of King Mohammed Zahir Shah women in Kabul were free to wear western clothes, go to university and pursue professional careers. The king outlawed honor killings of wayward daughters. But that was in the capital and other large cities. Out in the countryside, where the mullahs reigned it was very different. And when they took over the country women in the cities were treated just like women in the country.
