It's a political statement, not a constitutional argument. In short, it means declaring who will head the important cabinet posts when the party is restored to power, and what policies will be implemented. It gives the voters serious policies to consider on election day. It's not a difficult concept, but you want to confuse the issue.

Do some serious digging into 'Continuity of Government', and you might be surprised. Sadly, whether it is or isn't in the Constitution seems to have very little merit anymore.

There is always someone piping up about what is not in the Constitution. I tell you what is not in the Constitution is that when an election is stolen, it is legitimate. Breaking Federal immigration laws is not in the Constitution. Can you name me one major move by Biden that is NOT unconstitutional?

The Boy Scouts can sit back and comfort themselves about what is not in the Constitution, and how we are a nation of laws while the enemies of the Constitution smirk and shred the Constitution, and all the Boy Scouts can sit back and ride the country straight into oblivion like a bunch of idiots.
