Well the memo was from Deputy Secretary of State Brian P. McKeon, but it is not clear if he was just the author or the one who made the decision.
Regardless all Americans should have been evacuated before the military left and this was not done. We do not know if other nations with citizens in Afghanistan were notified either.
It seems as though if all Americans and foreign nationals are not removed by September 11 there will be a very public hostage crisis.

Yes, Trump and Pompeo were very clear in their meeting with the Taliban last year about an organized withdrawal by May 1st. President Trump also said to their faces if the Taliban reneged on the deal they would experience the likes of what no other country has seen, to paraphrase.
Trump also said to the Tallys that if they harmed one American citizen during the draw down, they would deal with the full wrath of our military, "including their leadership, communities, villages, friends and families." It sounded like Trump was ready to go Dresdan on them if the above happened. I believe he would have.
Biteme as much cancelled that deal and here we are.
As for Bagram, Milley claimed it to be "consolidating" resources in anticipation of the pullout. He said that in front of Congress, IIRC. With the middle night pull out, not notifying Afgan officials, leaving all that military equipment, it was obviously not about "consolidating". Remember, Trump also told the Tallys he would destroy every piece of American equipment during those 2020 talks.
Someone feel free to post Pres. Trumps exact words in the Taliban meeting. Pompeo backed his up.

Most of the Republicans in Congress are complicit with the Dems, not just complacent. If they had not been working against Trump most of the time during his administration, he would be president right now.

Biden repeats the lie that the Afghan military just gave up and left their weapons behind. Makes no acknowledgement of how he scrapped previous evac plans, handicapped the Afghan military, didn’t listen to intel or commanders on the ground, and let the situation get ahead of him.

Biden also claims the US military has the airport secured, and that the footage from a couple of days ago was “four or five days ago.” It’s been less than half a day since the Taliban shot a bunch of people outside the airport, but I’m sure Biden has the situation under control.

There’s an estimated 10,000 or so (possibly fewer, possibly as many as 15,000) Americans left behind in Afghanistan. Not counting any of the other nationalities who assisted in US operations who got burned as a result of his sudden, unplanned withdrawal.

Worth mentioning that the Americans in Afghanistan aren’t simply stuck in Kabul. Many are trapped in other cities that have since come under Taliban control. What about them?

The Afghan government and President didn’t trust Joe
Biden.....period.
The talks to withdraw were going badly and Biden was a bad negotiator.
He foolishly pulled US forces quickly back and left Americans stranded behind enemy lines.
History will show his decisions were extremely costly....
