Well the memo was from Deputy Secretary of State Brian P. McKeon, but it is not clear if he was just the author or the one who made the decision.
Regardless all Americans should have been evacuated before the military left and this was not done. We do not know if other nations with citizens in Afghanistan were notified either.
It seems as though if all Americans and foreign nationals are not removed by September 11 there will be a very public hostage crisis.
