Is he insane? It's the very presence of shelter beds and social service treatment centers, which have proliferated in San Diego, which makes it so easy to be homeless and out and about on the prowl. Gloria in fact has requested $10 million for more homeless services, doing his best to catch up with San Francisco.
Gloria seems to think that more homeless shelters in residential neighborhoods are actual solutions -- hence, his arch little statement tailored to lefties that they should be "part of the solution" by welcoming in more homeless shelters to their neighborhoods.
It's a stunning kind of statement because it goes against all that is already known about the nature of homelessness and crime.
Back in 1993, I recall that a key finding, published in City Journal in those days, was that the angry Upper West Siders in New York were inundated by social service agencies bringing in the homeless which was very precisely linked to the upsurge in crime at the time. As a result, the locals there surprised everyone by electing Rudy Giuliani. (I can't find the link, but I got that assignment as a student at Columbia journalism school from Professor Robin Reisig, and would never have heard of it otherwise).
Gloria's logic is utterly absurd, completely against historic experience, and frankly counterproductive. He sounds like Joe Biden actually, in his absence of a relationship to reality.
He seems to think that the problems associated with chronic homelessness are merely based on not having a home, with that at the root of it, buying a homeless person some kind of home will actually fix it.

Homelessness became a problem when liberals and governments stepped in to find solution, but of course they did not want to solve the problem, what they wanted was a way to create a slush fund that would never be challenged.
Unfortunately for our society they have created a monster that they can not control.
San Diego use to be the one major city is CA run by Republicans. It use to be much cleaner, and now it slowly becoming just another lefty run city in CA. I visited San Diego a couple months ago for the first time in 10 years and I was blown away by the amount of bums and trash by the USS midway museum. Homeless lying under trees in seaport village. It was pathetic. Great job people of San Diego.
While I agree that the mayor’s solution is no solution at all, I am hard pressed to come up with an effective solution that is neither expensive nor overtly inhumane.
Are the homeless a problem to be solved or an ongoing reality to be accommodated? Should we treat the homeless all the same and as a group, or should we deal with them individually? Is it better to have them concentrated in one place or spread out? Rudy kept them off the streets, but where did he keep them?
Someone should do a complete survey of a thousand homeless in California and provide a numbers sheet.
One key issue...probably 20-percent of homeless are people who came out in the past 25 years...with no real skills. They aren’t welders, carpenters or code-writers. They got minimum wage jobs, and expected that lifestyle to carry them to age sixty-five. They were wrong...standing there now as a unemployed waitress or grocery clerk (easily replaced). There are thousands in California ready to fill their void. They picked the most expensive place in the western-part of the US to settle, and there’s no way the state can help them at this point.
Are the homeless vaccinated?
Those with mental issues need to be back in facilities where they can receive treatment.
Those who are just lazy need to find out that hunger is a great motivator to work.
Democrats have made it too comfortable and profitable to be homeless. Cut out the gravy train and the problem will largely self correct.
If someone truly needs help, that’s what the church should be doing. Jesus never told us to pass off our responsibility to help the poor to someone else aka a government agency.
We doing it ourselves gives Christians the opportunity to share the love of Christ with others and lead them to salvation.
Just guessing, but probably 90% of homeless people are there because of mental illness. Either self induced (drugs), or through no fault of their own. Fix the root cause, don’t buy them a house.

Most of the homeless I see are either white, or black. I’d be surprised if more than 20% are illegal aliens.
I suspect that most of the homeless males in my part of Florida are former construction workers.
A very substantial percentage of the local homeless are women. It is clear that about half have mental issues.
In my Northern CA town over 80 percent of homeless spent time in the foster care system. Nationally I read it’s about 50%. Trauma and lack of forming strong relational bonds creates a life-long struggle for most. This was before the pandemic which I assume created more economically-induced homeless.
My personal observation is that Illegal immigrants congregate in large numbers under the same roof. I was stunned when my school aged daughter made a friend who invited us into his home. Every room of a 3-story townhome was filled with wall-to wall beds and a TV. Including the living room and dining room.
Set up CCC style camps out in the desert.
I bet a lot of them would be motivated to find homes then.
