Arizona Secretary of State Ken Bennett testified about the difficulties his team is facing finding serial numbers to ensure duplicate ballots were only counted once. “We found, I would have to say, thousands of duplicate ballots where those serial numbers are not on them. So it’s created great difficulty to try to match up a duplicated ballot to its duplicate.”
Senate President Karen Fann then asked: “If the corresponding numbers aren’t on there, how would you know if it was duplicated once or ten times?”

Bennett replied: “You wouldn’t.”
So what can be done at this point?
I’m surprised the Dems haven’t swooped in and shut all this down, all in the name of “spreading falsehoods and mis-information.”
They could do this.
Who/what would stop them?
They must be produced by a process. The process either includes marking each ballot with a unique serial number, or it doesn’t.
I question why ballots would have a serial number on them, it could remove the secrecy of voting, on original ballots at least. On 'adjudicated' ballots where a duplicate is printed to to represent the original, I could understand those having S/Ns on them but they should have a clear path back to the unserialized original for auditing purposes.
They could have serial numbers they same way dollar bills have serial numbers—to make them unique.
You don’t have to track them to individuals.
But, you could use the serial numbers to determine:
• Which ballots were sent out on which days
• Which ballots were not sent out
• The total number of ballots printed
• To determine which ballots were handled by who during processing
How is a ballot without a serial number not a fraudulent ballot on its face?
Why would ballots ever NOT have a serial number?
Is there a law that says AZ ballots must have a serial number?
Why would ballots ever NOT have a serial number?
The ‘machine’ would reject them, but a ‘human’ wouldn’t................
You can serialize a ballot without tying it to a voter.
