The strongest correlation of student access to in-person education during COVID is which political party controls the state. You can see that by looking at the states she mentions in her article that had the highest and lowest in-person access to teachers. “100% of students in Wyoming and Montana had access to in-person instruction, while Hawaii, Maryland and Washington had the lowest shares of students in their classrooms full-time.” (I’m surprised Florida isn’t in the 100% bucket)

The CDC didn’t dare call it out that bluntly, so they get an F for their crappy analysis and the usual A for political cowardice.
