Seems fair. If the federal government dumped a bunch of waste in my state I would expect them to pay for the clean-up.

The US government sued Guam over pollution. They are now suing back saying the US government was partially responsible for that same pollution.

Does this mean that Colorado can sue the EPA for draining that abandoned mine and polluting the Colorado river a few year ago?
