The ruling, written by Justice Clarence Thomas, reversed a decision by a lower court that found a prior settlement had adequately “resolved Guam’s liability” for the dump.
Are you sure? Per the excerpt (bolded), it reads to me that a lower court found Guam no longer liable for cleanup costs, and the SC just reversed that decision. Which would mean they're adding more to what Guam is responsible for, not less?
