I believe the fraud was automated and that a very few individuals were directly involved in the actual crime. I believe the fraud was automated for the very simple reason that legitimate claims are still backlogged. The fraud was quickly processed because there was no actual review of the claim involved. Interesting observation.

This all sounds VERY plausible. It would take someone that has nerves of steel and the patience of Job to unravel. Like you said, hopefully someone already in law enforcement in conjunction with a very good lawyer and deep pockets. Something like this would take quite a few years to figure out.
