Besides being incompetent, he is also a crook, glad hander, and unfortunately, president for the time being. When he goes out, his work will be done, we will be done.

You are exactly correct. Joe reads or signs whatever is put in front of him with no understanding of what it is about. After he reads or signs, he sometimes looks around and says “am I in trouble”. There is someone making sure he never goes off script.
