That’s what’s called a “non sequitur” fallacy, because your conclusion does not follow from the facts you stated.
The conclusion “thanks to Lin Wood” is wrong because turnout ALWAYS drops off in a runoff election versus the turnout in the general election. ALWAYS. Even when Lin Wood doesn’t say a word. The fact is that in 2021 the runoff turnout dropped off by 35% LESS than the dropoff in the 2 previous runoffs in Georgia, meaning that fewer people skipped the runoff than did in recent years. Essentially, runoff turnout was MUCH HIGHER than would be expected in normal circumstances, not lower.
You would need an audit to figure that out I think.
The drop off from November was magnitudes of order higher in Republican areas as compared to Blue areas.
Your comparison to prior run offs is what is off base. Georgia was using the new mail in and expanded absentee rules which would generate higher turnout anyway.
Compare the GOP drop off to the Democrat drop off.

I don’t give a rat’s patootie about Lin Wood, which is why you can’t actually quote me ever “praising him”, since it never happened.
I do take a bit of exception to the idea that the GOP “owns” our votes and if we don’t behave like trained rats, then we should be berated for it, or if the GOP loses an election, it’s the voters’ fault, not their fault, or the fault of bad candidates. Or that if someone didn’t vote, it must be because they were brainwashed by some Svengali on the interwebz. Especially if the numbers don’t really back up the claims that are being made.
Hell, I don’t even live in Georgia, but if you want to bad mouth conservative voters in GA to blame them for our woes, when the primary responsibility lies far to the left of them, at least one person around here should say otherwise.
