Heard it all the time in Tucson. Tucson is run by Democrats. The roads are terrible, the crime rate even worse. Poverty too.
Every time they propose tax increases, they do it to fix the roads and hire law enforcement. Then they turn around and waste the money on their favorite leftist programs, like paying themselves rises, building a hotel, creating park or some other green project.
Roads and safety get a token funding, but they will be “surely” funded next time when they rise the taxes.
Just the empty promise to justify rising taxes!

In addition, probably, at least 70% of that 5% will be for the usual local construction bribes...
So a far more relevant statement would be:
"...only 1.5% of the money would be spent on building and repairing roads and bridges. "
