Silly me. I just noticed that exact quote is at the bottom of the article.
People claim that quote is made up, but it was written in a book in 1908, so if it was made up, it was made up a very long time ago.
I think it is likely a real quote from Lincoln.

It sounds like nothing else Lincoln ever said, but very much like some early 20th century Republican or Democrat "Progressive" might say, and wish to put in Lincoln's mouth.
Think of Progressive trustbusters like Teddy Roosevelt and Woodrow Wilson:
