I think Schumer and his speechwriters were deliberately making a "dog whistle" joke to their fellow travelers gloating that the Evil Orange Man had finally been deposed and was no longer a threat to the nation, symbolically trying to rape every citizen.
I do not think this was a slip of the tongue. I think it was quite calculated.

How many political cartoons have been drawn since 2016 of Trump trying to "grab the p----" of the Statue of Liberty? How many political commentators have accused Trump of being a rapist of women?
