Not advocating pro or con for this, Just providing a possible reason as to why AT&T might be involved.
AT&T purchased and owns a Cyber security monitoring service (former AlienVault) and has penetration / vulnerability testing capability. (https://cybersecurity.att.com/products/penetration-testing-services)
It is possible that they were awarded a contract. Not asserting either side, just saying that they are one of the larger vendors that have the capability to carry out an audit that would be reasonably respected by the security industry.

According to the investor Tariq Nasheed the building that housed AT&T is owned by Cerebus Capital. The current owners of Dominion Systems are former board members of Cerbus. Maybe it wasn’t AT&T alone that had a facility in that building? They may have been shipping the machines to the AT&T building for forensic analysis but AT&T the company has nothing to do with the work.
I don't know. People are desperate for good news and are grasping at straws. It's safe to say whatever Trump is up to, we won't know about it until after it happens.
