Actually her degree is an Ed.D. (Doctor of Education), not a Ph.D. (Doctor of Philosophy). An Ed.D. is widely regarded as Ph.D.’s dimwitted cousin.
Graduation honors are given out on a GPA basis. If you graduate in the top 10% you can get a Phi Kappa something honor. If you are an engineer the cut off is around 3.5 to be in the top 10% of engineers. If you are in Education the cut off is, no lie, 3.97. Education is the easiest degree path available and getting a “Doctorate” in it requires little more than showing up and kissing the Professors’ @sses.
