Why would they "owe" the city of Detroit as Michigan State Representative Cynthia Johnson claimed? Well, we all know the reason which YouTube, absurdly acting as the Ministry of Truth, won't let this video say out loud.

She is demented...and has also been relieved of her committee duties in Michigan. I consider her a domestic terrorist.
As an aside....I had to re-title THIS VIDEO twice to get it published on YouTube. It was Rush naming off some voter irregularities in Georgia.
