Noncitizens likely voted at a high enough rate to alter the 2020 Electoral College tally, potentially flipping the states of Arizona and Georgia in the presidential election, according to an analysis by Just Facts, a research group.
That’s significant, and while it wouldn’t be enough to hand the election to President Donald Trump, it potentially could have made a difference. Only U.S. citizens are legally allowed to vote in federal elections....The estimate is based on the percentages of noncitizens that voted in previous elections, predicated on a 2014 study by researchers at Old Dominion University in Norfolk, Virginia, that evaluated rates of noncitizen voting in 2008 and 2010, Agresti said, applied only to the seven battleground states.
The Old Dominion study determined 6.4% of noncitizens voted in the 2008 presidential election and 3% in the 2010 congressional midterm elections, with 81% voting Democrat....

Regarding the votes of noncitizens, states that abridge the voting power of voting-qualified citizens in any way, such as letting noncitizens vote, need to be punished with a loss of House seats under Section 2 of the 14th Amendment (14A) imo.
”14th Amendment, Section 2. Representatives shall be apportioned among the several States according to their respective numbers, counting the whole number of persons in each State, excluding Indians not taxed. But when the right to vote at any election for the choice of electors for President and Vice President of the United States, Representatives in Congress, the Executive and Judicial officers of a State, or the members of the Legislature thereof, is denied to any of the male inhabitants of such State, being twenty-one years of age, and citizens of the United States, or in any way abridged, except for participation in rebellion, or other crime, the basis of representation therein shall be reduced in the proportion which the number of such male citizens shall bear to the whole number of male citizens twenty-one years of age in such State."
Note that voting rights amendments ratified after 14A was ratified may change how the number of House seats that a state loses as punishment is calculated.
Also, when the states foolishly ratified the ill-conceived 17th Amendment (17A), they unsurprisingly forgot to include a comparable loss of seats punishment for a state’s senators imo.
A better 17A might have allowed a greater even number of Senate seats for each state to comply with such a penalty for example.
The remedy for the disastrous 17A is “simply” to repeal that amendment imo. The 16th Amendment can disappear too.
