Dominion Voting Systems Voting System Documentation

Note: Dominion Voting Systems submitted numerous documents regarding the Democracy Suite 4.19 voting system in connection with its application for temporary approval. The provider has determined that the system documents posted below are not exempt from disclosure under applicable provisions of the Colorado Open Records Act, sections 24-72-2001.1, et seq. In the interests of transparency, the Secretary of State makes this information available to the public without the need of a formal records request. Those interested in reviewing voting system documentation not posted here should follow the Secretary of State's open records policy.

ImageCast X Configuration #1 – Ballot Marking Device Only

When configured exclusively as a ballot marking device (which is how most jurisdictions deploy it), ImageCast X does not have scanning or tabulating capabilities. Accordingly, after reviewing choices on the summary page, the voter selects when to print a paper record of their choices. The paper record lists voters’ choice(s) in each contest (rather than all options, like a traditional format ballot), and ImageCast X encodes the voter choices in a non-human readable QR code.

To cast the vote, the voter must insert the paper record into a separate scanning tabulator. The scanner most commonly used with ImageCast X is the ImageCast Precinct.

Dominion tabulators for the ICX paper records always count votes by reading the computerized QR code, NOT the human-readable text that the voter sees.

5.5 B is the current version.

It means that the latest version of the machines/software is not what the thread links address. It's old info.

You guys in Colorado even seem to be ahead of the rest of the country. Try D-Suite 5.11...

Why did they think it was a good idea to release chopped up portions of the manuals? Why not release the entire manual? Even the redactions are unusual, except perhaps for the names of the authors.

Theory I’ve heard is (forget which lawsuit, read a lot at this point) Ranked Choice Voting “option” was activated in many/all of these machines to weight Biden votes more heavily and/or to enable a weighted assignment to Biden for blank ballots fed into the machine. I guess this option can be configured to count blanks as votes for a chosen candidate, which would completely remove the work of filling in those pesky bubbles. Whoever mentioned this in the affidavit I read was pretty confident that activating this counting option was the reason behind votes being recorded as decimals rather than whole numbers.

As a citizen of a state that just passed Ranked Choice Voting (a majority of Alaskans are IDIOTS), this feature was especially disgusting to read about.

The pesky bubbles can also be filled in electronically, in the following manner:

A Dominion machine can produce a “voter record” -— that becomes, within a Dominion tabulating machine process, an electronic ballot.

That means, in paper form, there are not only ballots produced by the vote jurisdiction (state, county, local), but also Dominion-produced voter records that are marked up papers, to fed to a Dominion device -— those “voter records” being distinguished from the vote jurisdiction’s *registered* voter records.

A “hand count” can mean a variety of papers, or a variety of paper and electronic ballots.

And “all ballots” does not mean:

- all legal ballots
- all paper ballots

And a “hand count” can also mean, whatever the state legislature decided that it will mean, such as to save time during a recount, by performing hand counts *of samples* (some of which may be electronic “forms”).

Not to mention agreements and consent decrees, where tiny printing by lawyers and judges, escapes the authority and duty of the legislature to plainly establish voting procedures.

Preemptive strike to claim that they have given the public what they think it would ask for in FOIA requests. This way they can coverup or destroy non-requested documents (their mountain grizzlies ate them) behind closed doors.
