A foolish thing for Shapiro to say. Technically, anytime a winning candidate gives their victory speech, they haven’t actually won yet. They don’t officially win until the vote is certified and the electors meet and cast their votes.
But in common practice, a candidate declares victory when they believe that they have won. Trump probably feels (understandably) that he has actually won (which I agree with), and that the only reason the media representation of the election doesn’t yet reflect that is that both they and the dems are playing dirty games. No question that is happening, so I don’t blame him at all for being frustrated and angry.

And refusing to finish counts is highly SUSPICIOUS!
