It appears voter fraud is happening on tape:
1. Guy is reviewing ballots 2. Looks like the guy sees a ballot with a blank spot to fill in OR looks like the guy spots an opportunity to invalidate ballots by double marking them. (Vote in person everybody). 3. Guy checks if the coast is clear (You'd think he would know to not look around before he grabs a black pen to fill in bubbles. That isn't how someone doing a boring, repetitive task acts when doing something they are supposed to do.) 4. Guy grabs a black pin and starts marking the ballot.

Ahh...I was looking at the other guy. Yes, these guys should not be using a pen of any sort on a ballot. If they are caught, they should be thrown in jail for 5 years at the MINIMUM.

I was looking at the wrong guy. I saw it upon further review.

I don’t think he’s allowed to take it upon himself to fix it - at least he shouldn’t be

So is the white guy in the back ground. He’s probably just looking around to see if he needs to move faster or if anyone is watching him to make sure he is doing his job

Is it possible that a marker check in the margin indicates that the individual ballot has been counted? So some dummy doesn’t count the same stack again?

They should even be allowed to have pens. Why would they need one?
Each ballot has a serial number. After the ballot is separated from the envelope and declared valid, that number must be recorded for a post-election audit.
If you vote in person, the same thing happens. The person who hands you a ballot after establishing that you are a valid voter will record the serial number of the ballot handed to you.
I won't post my entire Voting Changes I Would Do if I Had Dictatorial Power for a Day blurb, I'll just give you the relative part:
- Every single ballot has a unique number for the voter, tear-off receipt like raffle tickets. Every submitted ballot is available online (www.vote.gov, easy!) so you can check to see how your vote was counted in the official tally. Only you know/have your number, so there's no outing of 'who voted how' info. This prevents mis-tabulations, votes being forgotten in a trunk of a car, etc etc. A high enough percentage of the populace will likely check, so faking any of this will be very difficult. Also, vote.gov shows complete totals for each city/county/precinct/etc, so anyone can see how many people voted in their area. [For now, metainfo saved on SD card on voting machine, uploaded later. Until we have a fully secure online-capable voting machine.]
