Ashland, Delaware, Pike, Scioto and Stark
Pike has had 179 TOTAL cases since the beginning. They are talking about a peak new case count of 11 in a day.
Ashland - 236 TOTAL cases. Peak new case count of 6 in a day.
Scioto - 489 TOTAL cases. Peak new case count of 8.
Stark - 2817 TOTAL cases. Peak new case count of 28.
Their own numbers are either very wrong or I'm missing something.

There’s only 75000 people total in Scioto county and the covid benchmark is 50 per 100,000. So, 37 test positives in the entire county gets them an alert sticker, and there’s a state college there with people starting to show up. How many hospitalized for covid? Zero.
Seems like a statistical artifact to me.
