Yes, exactly. The court ruled that he could not be exempt from handing over records in a “criminal” proceeding. But that means the prosecutor must show that this is a “criminal” proceeding and name the crime that Trump is alleged to have performed.

It can’t be a fishing expedition and there must be a real criminal act in play.
A real, legally-defined crime, not a pseudo-crime. This could go on for quite a while.
