Governors are setting restrictions..for a variety of reasons including protecting those that need the drug for things not related to Covid-19
For example, Nevada will allow it in an Inpatient setting, IIRC
If you are a rich socialite from NY flying to Nevada to try to Dr shop... and you are trying to get this drug because you think you might have Wuhan Flu you cant get the drug and the Dr could lose his license for giving it to you to combat Wuhan...unless you are an inpatient.

Some Dr tried to tell me last night there is no way a Dr could ever lose his license for prescribing this for a suspected case of COVID-19 that shows up in a Drs office or in a telemedicine visit because FDA allows off label prescriptions
He is wrong.
So are you saying that doctors are NOT allowed to prescribe drugs ‘off-label, or that the FDA doesn’t allow it.?
Strange, because I’ve prescribed a drug for off-label use for several years now.

It does not say that the drugs can not be written for severe cases of COVID-19. It reads as an attempt to discourage overprescription of the meds to prevent shortages.
I read the letter and interpret it to be a warning to NOT prescribe it for both themselves AND legit COVID-19 patients. She is calling on pharmacists to reject filling prescriptions.
Prescribing hydroxychloroquine or chloroquine without further proof of efficacy for treating COVID-19 or with the intent to stockpile the drug may create a shortage for patients with lupus, rheumatoid arthritis, or other ailments for which chloroquine and hydroxychloroquine are proven treatments. Reports of this conduct will be evaluated and may be further investigated for administrative action. Prescribing any kind of prescription must also be associated with medical documentation showing proof of the medical necessity and medical condition for which the patient is being treated. Again, these are drugs that have not been proven scientifically or medically to treat COVID-19.
Michigan pharmacists may see an increased volume of prescriptions for hydroxychloroquine and chloroquine and should take special care to evaluate the prescriptions legitimacy. Pursuant to Michigan Administrative Code, R 338.490(2), a pharmacist shall not fill a prescription if the pharmacist believes the prescription will be used for other than legitimate medical purposes or if the prescription could cause harm to a patient.
It is also important to be mindful that licensed health professionals are required to report inappropriate prescribing practices.
Bolded section 1: She says that scripts need to provide documentation PROVING the medical necessity and then reiterates that these drugs have not been PROVEN effective.
Bolded section 2: She "reminds" pharmacists to refuse to refill prescriptions if it is being used for other than legit medical purposes after saying above that there is no legit medical purpose to prescribe for COVID-19.
Bolded section 3: There is the "threat". She is demanding "health professionals" rat out any that aren't complying
IHMO, this letter is clearer than most in instituting an attempt to ban these drugs as treatment.

That's not how I read it. I keep rereading it to see how I can possibly be missing that this is only addressing prophylactic or even hoarding. While hoarding IS mentioned and may be the prime motivator, when I read this paragraph:

I see her saying that docs need to provide PROOF of medical necessity and then she reiterates that the drugs are not PROVEN to be effective.
