I don’t see how this helps. Late night is a good time to visit businesses when there are fewer people around to contract the virus from. Plus, what of the people who work those hours regularly? Too bad?

I am repeating this same thing on every thread. They are trying to kill the economy. If this keeps up, it will work. The House Bill will do nothing to help all the bartenders, service employees, small business owners, small business employees, movie theaters, broadway you name it all will be economically hurt, and these kinds of ideas will make them hurt even more.
What does a 10pm-5am curfew accomplish anyway? Disease spreads between 5am and 10pm too, no?
Trump had the right idea - not perfect, but on the right track - to declare a tax holiday. A tax credit isnt going to help any business that will not make a profit to apply the credit this year because of all the paranoia keeping people from going out and all these new emergency actions to shutter or limit business activity. It isnt going to help keep people employed esp hourly workers, sales people, independent operators and people who depend on tips. If this keeps up, businesses (esp small businesses) are going to cut hours or do layoffs. Even if it is just for 4-8 weeks, it will do a lot of harm.
Notice these cities did not declare a rent restriction or a mortgage payment restriction or an electric bill restriction. Everyones gotta keep paying their bills while the cities and states are shutting everyone down. Its an economic disaster in the wings.
And fwiw, this also means that deficits are going to jump across the board - city, state, federal. Much lower income tax revenue. Much lower payroll tax revenue. Much lower sales tax revenue. Much lower capital gains (stock market) tax revenue. Were gonna have higher deficits no matter what we do - at least a tax holiday will keep a little more money inside the local economies, improve cash flows a little bit for the small business, and prevent the local economies from totally freezing up.
