I would believe this is not good.
I guess some on the ground experience in the territory makes this a little easier to speculate on...
You have to understand that first and foremost, the Porter Ranch area is built on a hillside, there are deep gullies separating the various fingers of urban development. In those gullies are thick swaths of vegetation, not just quick burning grass, but thick chaparele. Those chaparele are like blow torches when the Santa Anas combine with the winds created by the fire.
Also in those same ravines are drainage pipes that empty the storm drains you see in that video. The thickest vegetation is nearest the drain pipes (they get watered the most, of course.) The fire’s wind and the Santa Anas blow those flames down those tunnels and out drains. (Well, more honestly, combustible gasses released by the flaming vegetation, but you get the picture.)
The first time I ever saw that in person was during the Sunland fire; all of a sudden a fire engine reported that they were on fire, well away from the flames defending a shopping center. A blow torch of fire ignited the tires and then spread to the rest of the engine.
