Not for those of us trying to do things legally. 10 months into the 5 month process spending over $1500 on USCIS fees we are still waiting. And my wife as a US military retiree dependent just used Tricare last month.

Maybe the 30 days is because they are waiting at the border for permission to enter the USA. Not having any form of ability to pay for health care would be another reason not to allow entry.
