I remember a Clinton SOTU after he signed an agreement with the russians, “We have no missiles aimed at the US.” When he left office, after letting missile guidance technology go to china with Cray supercomputers to run the guidance systems, we had 200 Chinese missiles which could reach the west coast of the US.
